North Bend Police Services Interlocal Agreement

The Snoqualmie Police Department provides police services to the neighboring city of North Bend through a long-term Interlocal Agreement (ILA) that was originally signed in September 2012. The shared services model agreement provides North Bend with 8 patrol officers, as well as shared sergeants, captain, and chief.  A 2023 City of North Bend Community Survey showed 74% of North Bend residents were satisfied or very satisfied with police services. The national satisfaction level is 51%. 

The current ILA expired on Dec. 31, 2024, but an amendment approved by the North Bend and Snoqualmie City Councils in late 2024 extended the agreement through May 31, 2025 - with a 12.9% increase in fees - giving the cities additional time to negotiate a new long-term contract.

In April 2025, the City of Snoqualmie, along with the King County Sheriff's Office, responded to a Request for Proposals for Contracted Police Services from the City of North Bend. The City of Snoqualmie's proposal maintains North Bend's current level of police services, which includes 8 patrol officers and the department's strong community policing program. The proposal increases the 2025 contract price to $3.98 million to comply with state law *(RCW 43.09.210) and to ensure a fiscal contribution that is equitable to the percentage of calls for service in North Bend.

The King County Sheriff’s Office proposal was $4.1 million for 2025 with a 4-6% increase in each subsequent year of the contract. 

 

* One governmental entity may contract to provide services to another governmental entity, but the provider entity must be paid the “true and full value” of those services such that it incurs neither a profit nor a loss.
