[ARCHIVED] Community Invited to Provide Input on Mill Site Project Final Development Agreement. Oct. 24


Community members are invited to the Oct. 24, 2022, hybrid City Council meeting to provide verbal comments about the proposed Final Development Agreement (DA) for the Snoqualmie Mill Site project.  

The City Council meeting begins at 7pm. Those wishing to verbally comment may attend the meeting in person in Council Chambers, 38624 SE River Street, or online. 

The City Council took initial public comment on the Draft Snoqualmie Mill Site Development Agreement on Sept. 12, 2022, utilizing that public input over the past six weeks to revise the draft DA into a proposed final version. 

Some notable updates contained in the Final DA include provisions related to site cleanup of areas 2 and 3; affordable housing; further defined, substantial funding for a fire ladder truck; addition of a pocket park playground for future residents. 

“I want to thank Councilmembers for their dedication throughout the development agreement review process, which included many extra night meetings and time away from families,” said Mayor Katherine Ross. “Their efforts contributed to this proposed agreement, which if approved, would benefit residents and mitigate project impacts.”

Prior to voting on the final development agreement, the Council would like to hear from the public again.  As such, at a special meeting on Oct. 19, Councilmembers established a designated public comment period to receive input on the proposed Final Snoqualmie Mill Site DA. 

The Oct. 24 public comment period will follow the below format

  • Agenda Bill 22-114, Snoqualmie Mill Development Agreement, will be read in
  • Staff presentation
  • Public comment: 3 minutes for each speaker
  • Primary Opposition: 6 minutes
  • Applicant: 6 minutes

Please note, all verbal comments should only pertain to the proposed Development Agreement. The City Council will not be taking comments on the Mill Site Planned Commercial Industrial (PCI) Plan, or on the adequacy of the Environmental Impact Statement because those matters are part of a closed record, quasi-judicial land use matter. No written comments will be accepted.  

A sign-up sheet will be available in Council Chambers for those wishing to provide public comment. Online attendees wishing to speak on this matter will be polled and added to the list.

About the Development Agreement: If approved, the Development Agreement will establish the development standards and processes that will govern and vest development of the property for the term of the DA, including mitigation measures and development conditions applicable to the project.

About the Mill Site Project: The private project is proposed for the 261-acre former Weyerhaeuser Snoqualmie Mill Site near downtown Snoqualmie, and is owned by Snoqualmie Mill Ventures, LLC. The proposed project site does not include the nearby Mill Pond/Borst Lake, which is still owned by Weyerhaeuser.  

Most of the property - approximately two-thirds of the project site - is planned to remain open space with natural areas, habitat, and flood storage. The re-developed portion of the property is planned to occur in three stages.

Planning area 1 would focus on the production and storage of wine, re-developing this area with a mix of light industrial, commercial/retail, and warehouse buildings along a pedestrian-oriented main street featuring tasting rooms and restaurants. It would also include 160 units of multi-family housing situated on the upper floors of the mixed-use buildings. 

Planning areas 2 and 3 are proposed to be phased over the next 10-15 years.
